The purpose of this page of the guide is to provide general information on the legislative branch of the Commonwealth of Pennsylvania and where those primary sources can be found. It also guides users to where they can learn more about the dynamics of Pennsylvania's government and political landscape. More specific information related to the 2020 election and Pennsylvania can be found in the sub-pages. 

The sub-pages of this section of the guide address questions and controversies involving Pennsylvania's election laws, voter registration, and absentee ballot procedures through mostly primary sources, at a much more specific level. It also attempts to put into a broader context Pennsylvania's important role in the 2020 election outcome and subsequent outcomes afterward that affect the entire country.

Pennsylvania Consolidated and Unconsolidated Statutes

Pennsylvania is currently codifying its state legislation that has been enacted into law. The Consolidated Statutes are all laws that have been published into their codification system. The Unconsolidated Statutes are all laws that have not been published into the new codification system. These statutes were published in a chronological form, which can often make it difficult to research the history of law when a bill is being proposed to amend and/or repeal a law. Both are established laws of Pennsylvania.

So in very broad terms, the Consolidated and Unconsolidated Statutes are the methods to which Pennsylvania organizes, and is currently reorganizing, the publications of its laws.


Consolidated Statutes

The Laws of Pennsylvania contain laws enacted as amendments to the Pennsylvania Consolidated Statutes, the official statutory codification established by the General Assembly under the act of November 25, 1970 (P.L.707, No.230). These laws have been incorporated into a separate official publication since 1975.

Unconsolidated Statutes

The Laws of Pennsylvania also referred to as the Pamphlet Laws, have been recognized as official law since December 1, 1801. Acts are numbered by the Department of State and published by the Legislative Reference Bureau as separate official documents known as slip laws before publication in bound editions as the Laws of Pennsylvania.  NOTE: Amendatory acts prior to 1990 are not available.
